With the death of global warming & the rise of global cooling should we now do reverse cap and trade?

I propose "Cap and Gore"...Al Gore should have to buy all the excess CO2 that is produced...he is getting old and running out of hot air, I think he needs some more so he can make another "doentary" for us to all laugh at.
