What does it say about the public school system that there are some poor souls?

We don't need to start from scratch. We just need to shut down the federal Department of Education (it was started by Jimmy Carter, and that alone is more than enough proof that it's useless) and forbid teachers from joining unions. That second step will cut the instances of child and ual ault in this country by two-thirds since we'll be able to fire and imprison the rapists instead of just watching them get moved to other school districts.
