Do you have to get gym badges in a certain order? Sapphire?

it does help..for example,,you cant go straight to a high level gym as you need the badges from the other gyms so you can level your pokemon up to a certain level.. one of the badges lets you level your pokemon to 30, and one to 40, so doing them in the right order is always good.. some of the later ones you can probably do in a different order :D
