Starting brand new tank after ich?

Ich cannot survive on a dry surface. If you let everything you're transferring completely dryout then the ich will not be transferred. If you cannot do this then, Ich 'whit spot' can be killed by starvation. It is best to leave the tank 'fish-less' for a min of two weeks, longer if you can. Heating the water will eliminate the ich faster. This parasite does not like heat. It takes much longer for ich to multiply in cool water. I hope this helps.
