Is it legal to carry a fixed blade knife longer than 3inches if it isn't concealed?

Is it legal to carry any knife longer than 3 inches, fixed or folding. I know switchblades or "Gravity Blades" as they are known are illegal. Do you need a special license to carry a concealed knife longer than 3 inches?
