Why do liberals claim Muslims who support terrorism are an extreme tiny minority of Muslims?

you say millions of muslims celebrated 9/11 ,the release of lockerbie terrorist. I have heard there are 1.5 billion muslims 2 million or 3 million of 1.5 trillion is a tiny minority less than 2%
