My husband and I went to our immigration interview?

My husband and I went to the interview. before it began the women told us that she had to deny us. She said the reason was because we did not file a new petition after they denied the first one, which they never denied it. They just needed some more evidence and they gave us a dead line to have all the doents back to them. But they never denied our I-130. She also told us we had to file our papers all over again. like we never filed before. This is very odd to me if they new that we had to file a I-130 all over why did they call us for the interview. If the old one was not valid anymore. It's like they called us just to deny us. She didn't even look at any of our doentation, but she did take my husband and I ID. She said that there wasn't a petitioner but yet she took my ID. We also called down to the immigration before our interview and they told us that we did not need to file a new 1-130. She told us we should be expecting something in the mail. If we have to file all the paper all over again this would make it our third attempt. Is this a way for them to make money , because it's getting really expensive. Someone please give us your feed back on our situation.
